Foreign citizens and stateless persons have the right to get a higher education in the Russian Federation on a state-funded basis in the following cases:
1. At the quota expense of the Government of the Russian Federation for foreign citizens.
Foreign citizens and stateless persons, including compatriots living abroad and wishing to study in the Russian Federation under a quota, shall register in the information system to participate in the entrance examinations https://education-in-russia.com, fill in the application form properly, provide a photo, a passport/ID scan, and a scan of a document on education.

2. Admission on the state-fundedbasis in accordance with the International Treaties of the Russian Federation is available for citizens of the following countries:
- the Republic of Belarus,
- the Republic of Kazakhstan,
- the Kyrgyz Republic,
- the Republic of Tajikistan.
3. Confirmation by foreign applicants of the status of a compatriot. Admission on a state-funded basis as a compatriot proceeds by Federal Act of 24 May 1999 No. 99-FZ “On the state policy in respect of Russian citizens abroad”
Documents confirming the status of a compatriot:
Compatriots who are not citizens of the Russian Federation have the right to get a higher education on an equal basis with citizens of the Russian Federation upon presentation of documents or other evidence confirming the following:
· citizenship of the USSR, citizenship or lack of it at the time of presentation - for persons who were citizens of the USSR;
· residence on the territory of the Russian State, the Russian Republic, the RSFSR, the USSR, or the Russian Federation in the past, the corresponding citizenship when leaving the territory and citizenship or lack of it at the time of presentation - for immigrants (emigrants);
· kinship in a direct ascending line with the above-mentioned persons - for the descendants of compatriots;
· residence abroad - for all above mentioned persons.
For persons who had USSR citizenship, the compatriot status shall be confirmed by the following documents:
1. Document(s) confirming the citizenship of the USSR in the past (Paragraph 14 (B) of the Decree of the President of the Russian Federation dated 11 November 2002 No. 1325)*.
2. Document(s) confirming the applicant’s current citizenship.
3. Document(s) confirming the applicant’s current residence abroad.
For immigrants,the compatriot status shall beconfirmed by the following documents:
1. Document(s) confirming the applicant’s residence in the past on the territory of the Russian State, the Russian Republic, the RSFSR, or the USSR.
2. Document(s) confirming the applicant’s citizenship at the time of the departure from the territory (regarding the USSR citizenship, Paragraph 14 (B) of the Decree of the President of the Russian Federation dated 11 November 2002 No. 1325)*.
3. Document(s) confirming the applicant’s current citizenship.
4. Document(s) confirming the applicant’s current residence abroad.
For descendants of immigrants, the compatriot status shall be confirmed by the following documents:
1. Documents confirming the residenceof the applicant’s relative in the past on the territory of the Russian State, the Russian Republic, the RSFSR, the USSR, or the Russian Federation.
2. Documents confirming the citizenship of the applicant’s relativeat the time of departure from the territory.
3. Documents confirming the applicant’s kinship with the specified relative in a direct ascending line.
4. Documents confirming the applicant’s current residence abroad.
For descendants of USSR citizens,the compatriot status shall beconfirmed by the following documents:
1. Document(s) confirming the USSR citizenship of the applicant’s relative (Paragraph 14 (B) of the Decree of the President of the Russian Federation dated 11 November 2002 No. 1325)*.
2. Documents confirming the applicant’s kinship with a relative in a direct ascending linespecified in Clause 1.3.
3. Documents confirming the applicant’s current residence abroad.
Important!
All the documents shall be translated into Russian and notarized.
Foreign citizens and stateless persons have the right to get a higher education in the Russian Federation on a contract basis.
